NEWQUAY VOICE – article regarding Parish Council Meeting (published 7th February & 14th February)
Following the Colan Parish Council meeting on 31st January, a controversial and, somewhat, biased article (7th February) was published in Newquay Voice with Kingsley Leisure Developments proclaiming the meeting had been a “circus” and a “riot”, and suggested ‘intimidatory tactics being in play’.
Not only was the article disparaging to the public it also failed to recognise the part played by the developers in creating a vitriolic environment on the evening and the fact that they were also requested to leave the meeting.
We’re especially grateful to Warren Wilkins at Newquay Voice who accepted the challenge to the original article and allowed a public right of reply and an opportunity for a balanced view of events to be published on 14th February.
It has been the intention of local residents to simply demonstrate the depth of feeling and concern this development would cause to residents and the local environment around Mountjoy, Colan and Quintrell Downs.
We hope the Parish Council will have time to consider the events of the meeting in context, prior to their decision, and not be swayed or affected by the inaccurate and unnecessary attempts to influence the Council against public opinion.

UPDATE:
Unsurprisingly given the concerns and objections to the Green Ridge holiday development, the Parish Council meeting was heated and emotive environment ending with the Chair ejecting all public attendees due to disruption during the Councillor’s discussion on a voting proposal.
While residents in attendance had hoped to have their objections represented by the council, Pat Lambshead commenced to put forward a voting proposal in support of the development with conditions:
- Kingsley Developments should maintain communication with the Parish Council through the construction phases (providing start and finish dates), accepting that the development could cease to progress at a future stage (Stage 2 was given as example).
- That the development was subject to Business Rates (rather than Council Tax) and it was being proposed that the developers should ‘agree’ to pay the Parish Council (the means and legality of this transaction may require further review) an equivalent (per unit) of the annual benefit the Parish Council would receive from a local residents Council Tax bill – circa £12.00 per unit per annum
The latter of these two conditions would equate to the developer agreeing to ‘support’ the Parish Council to the sum of approximately £5,000 per year for the voting proposal to proceed.
However, the meeting broke down at this point and it is uncertain (without a copy of the Parish Council minutes) if the proposal was actually tabled or seconded. Although the below LinkedIn post by the developers solicitor (Christoper Tofts – Partner at Stephens Scowns) suggest “[The] Parish Council’s consideration of a Planning Application [was] adjourned and deferred”.

After the public audience left the meeting, it was notified verbally that the vote had been deferred and an extraordinary meeting will be convened for consideration of the Planning Application.
